1. The nominee must be a member of CSFA at the time of nomination.
2. The nomination shall indicate that the nominee is involved in activities that promote and improve the fire and life safety of the citizens of the State of California.
3. The nomination shall show a significant contribution or accomplishment to fire and life safety and may include one or more of the following areas: public education, fire and life safety (fire prevention), fire investigation, active in the development of codes and standards, or work that demonstrates a long term commitment to improving the quality of fire and life safety in the State of California.

Nominations must be received by June 1 of that year.

The nominations shall be reviewed by an ad-hoc subcommittee of the CSFA Fire and Life Safety Committee by November 15th of each year.
The William R. Goss Award will be presented at the California Fire Prevention Institute in March.
The recipient will receive a CSFA scroll and have his/her name placed on a perpetual plaque at the CSFA building in Sacramento.
In addition, the award includes a scholarship to the California Fire Prevention Institute that includes registration, lodging for 5 nights, dinner for the recipient and a guest at the Award Banquet, travel expenses up to $250, and the cost of meals for 5 days at the CSFA reimbursable rate.
