Why This Matters Now

The proposed OSHA Emergency Response Standard represents the most significant regulatory expansion affecting volunteer and combination fire departments in decades. The negotiation stage is narrowing. Decisions made in the coming weeks will determine which departments fall under expanded federal oversight and what long-term compliance obligations will exist. This summary highlights the major negotiated positions and strategic recommendations now under consideration. Not all changes are listed below.

Since the summer of 2025, after the close of the OSHA hearings, representatives of the NVFC and the International Association of Fire Fighters (IAFF) a/k/a “the union” have been discussing areas of compromise in the proposed OSHA rules. Below is a list of the topics where the NVFC representatives2 and IAFF representatives have agreed.
